Below is a brief for the new design which currently looks like:

Things we need to change on this site:

The navigation is not user friendly and needs to be organized in a single space
The homepage layout overall needs to be simplified and made sleek
The colors are too dark/uniform in tones and need to be lightened up and contrasting a bit. They still want a red white and blue theme, but nothing too dark. Here are some colors I know they DO like:

Here is a mockup they came up with for a layout. The flash animation they put at the top will be similar to the one they have in the homepage so please work that in if possible. It doesn't have to be sandwiched in between the two logos. the elements in the header can be moved around. FOr the body of the homepage though, that is the idea of what they want. Basically two rows. The first row has three columms of stuff for news. The next row has three columns of info you can see from their current home page. Right now they have a picture with a description for people to click and read more. The logo in the top right hand corner can is this or

One thing they DON'T want is the sections to be boxed off as in the following website. They would prefer to have simple lines rather than a box of some kind:
