Simple, clean and professional looking uncoded template needed

What I am looking for is a simple, clean and professional looking design. It will be used as the default template on an application that is under development.

Desired Color Scheme:
Not decided, though I would prefer something going in blue.

Accepted File Formats:
Layered Formats (.psd or .tiff)

What I am looking for is a simple, clean and professional looking design.
It will be used as the default template on an application that is under development.

It requires a header, the header should also contain the main-menu, a content area and a footer.

The design need to be able to handle sub-menu tabs on some of the pages. Due to that a requirement is that the design looks good both with or without the sub-menu tabs.

Please note that the draft is only a example. You do not need to copy it, its just meant as a base explaining what I mean.

As long as the design has the capability to have a tab sub-menu you can take the design in any direction.

Color scheme:
I have not decided on a color scheme, though I would prefer something going in blue.
The colors used on our corporate package can be used as a base.

Desired file format:
Layered .psd. Fonts used will accompany the files. If the font used require a licence, please let me know when posting the design so I can take that into consideration.

air-mail/fax before I will release payment. Please note that I will cover your shipping expences and that you do not need to transfer the files
